‘Fundamental values’ bill passes first reading; But Liberals unlikely to support change to Quebec Charter of Rights

A Parti Québécois bill to affirm three “fundamental values of the Quebec nation” – the equality of women and men, the primacy of French and separation of the state from religion – was adopted unanimously yesterday on first reading.

Bill 391 would modify Quebec’s human rights charter, giving the three values, plus “Quebec’s historical heritage,” precedence over other rights, such as freedom of religion.

All the rights listed in the Quebec Charter of Human Rights and Freedoms are equal; there is no hierarchy.

But the PQ proposal is unlikely to become law in the Liberal-dominated National Assembly, even though the Liberals voted for the bill yesterday.

Usually any bill introduced in the National Assembly is adopted on first reading, without a vote.

When the Parti Québécois called for a stand-up vote, after PQ leader Pauline Marois presented Bill 391, Premier Jean Charest led his Liberals in voting for it. The remaining opposition members also joined in.

  1. How can language be a value? LOL It cannot. It’s a trait, a tool, a heritage, a choice… but a value? That’s laughable.

    I dunno, first nations groups consider their language as a value, if they lose it their stories cannot be transferred in the same way as concepts don’t necessarily go from one language to another without losing something in the process.

    It is not the language, but the Primacy of the French Language.
    In other words, French-First. I guess it is still debatable whether
    nationalistic chauvinism can be considered a “value” or a “demerit”.
